Position Description
Reporting to the VP, Finance & Admin, the position will be responsible for applying a risk based comprehensive financial and operational internal audit program within CCFC. The role encompasses managing external auditors in the field and supporting the Head Office external audit, including Head Office department audits.

Dimensions

The day to day reporting relationship is to the VP of Finance and Administration with a results focused reporting relations to the Audit Committee of the Board of Directors.

The incumbent will be meeting and working with all CCFC staff at Head Office and the Country Offices, staff and stakeholders in Partner organizations including Parents Committees, government representatives, and the children, family and communities CCFC serves.

Role Details

  1. Strategic design and annual planning for the CCFC internal audit activity including budget and scheduling.

  1. Responsible to design, update and maintain all audit documentation including audit plans, reports, procedures and policies.
  2. Conduct the selection, negotiation of fees, work plan, and review of results of external auditors used in the field:
    1. minimum scope: annual financial audit of the Country Office and Partner operations funded by CCFC
    2. occasionally engage external auditors for additional procedures as needed
    3. apply a variety of audit practices and techniques in analyzing systems of internal control, and develop recommendations to improve risk management, control, and governance processes
  3. Assist the external auditors with the annual organizational audit
  4. Monitor external trends and practices to continuously improve the audit process

  1. Conduct annual internal audits as planned and report on findings.

    1. Assess issues within a risk based framework.
    2. Communicate audit findings and recommendations in a clear and concise manner that appropriately addresses stakeholder information needs at all levels of the organization.
    3. Prepare, plan and adapt to findings before, during and after the audit period.
      1. Ensure compliance with all CCFC policies, contracts, local legal requirements
      2. Address suspected or determined Fraud immediately with the CCFC policy
    4. Proposed specific and practical control and process improvement recommendations.
    5. Gain acceptance of recommendations and obtain action plans from responsible parties.
    6. Implement “surprise” audits as necessary.
    7. During audits, conduct training as required:
        1. Country Office Finance Managers, on auditing Partner operations
        2. CCFC staff on required internal controls and follow through on action plans to resolve audit recommendations
        3. Partner staff on CCFC financial requirements – compliance and consequences

  1. Follow up on progress by other staff on accepted audit recommendations and report monthly on all activities and KPI (key performance indicators) results.

    1. Report on status of incomplete actions plans from previously reported recommendations
    2. Report on items resolved during the month
    3. Report on the timeliness of resolution of items based on their risk level

  1. Review the monthly Country Office financial statements for incorporation with the Head Office general ledger

    1. Review all expenditures versus budget – obtain and assess explanations of variances
    2. Review Country Office payroll for compliance with policy and local laws Other related duties as assigned.

 

Qualifications

  • Accounting designation or progress towards completion (CA/CMA/CGA)
  • CFE (Certified Fraud Examiner) or CIA (Certified Internal Auditor) certifications an asset
  • Min. 5 years internal audit experience in a planning, conducting audits, and formal reporting to senior management
  • Thorough understanding and experience applying up to date risk based audit standards
  • Excellent written and verbal English skills
  • Excellent presentation skills; ability to tune to audience
  • Excellent verbal and written English communications skills and interpersonal skills
  • Skilled in building and maintaining relationships for open sharing of information
  • Computer skills – intermediate to advanced MS Office (Word, Outlook, Excel, PowerPoint), Internet research skills; experience with customized databases an asset; experience with QuickBooks an asset
  • Experience with audit software an asset (e.g. IDEA data analysis software)
  • Strong project management skills – able to prioritize and organize at high level and detail level. Able to strategically plan projects and audits in advance considering all elements to achieve the audit objectives
  • Sensitivity in handling/discerning confidential matters; demonstrates diplomacy and tact
  • Results driven with high energy, accustomed to working in a fast-paced, changing environment.
  • Demonstrated flexibility and ability to cope with stress during peak periods with changing demands, priorities and multiple tasks, including international travel on short notice, and adjusting work approach based on audit findings
  • Tenacious with deadlines; results oriented. Demonstrates creativity and innovation to accept and apply new methods and techniques to performance of work
  • Excellent research and analytical skills
  • Experience with a multi-location environment is an asset; international work experience an asset; languages other than English, written and/or spoken, an asset; work experience within a non-profit environment an asset
  • Able to travel internationally throughout the year (minimum 9 weeks each year)
  • Satisfactory current Canadian criminal record check required for successful candidates
